NYU scholar: EB-5 is "merely serving to enhance the returns for those developers"

Consider two very different views of the EB-5 investor visa program. First, from the law firm Miller Mayer 4/19/17, which has done very well from EB-5:

Note that the regional center program was extended for a week, and Congress was expected to extend spending again and thus maintain the status quo for at least the short term.

What's striking is that the legislation is portrayed as a compromise product involving "all major EB-5 industry representatives." Who represents the public? Oh, they don't lobby on this.
